February 2005 to Present (Contract position)

Create an interface to integrate data from NU�s, newly installed, Oracle based work-management system with existing proprietary Excel spreadsheet tools used by NU crew supervisors and leaders to estimate/track local property tax adjustments related to the installation/upgrading of electric utilities.

VB6 / MS ACCESS DEVELOPER GE Insurance Services, (ERC/LTC) Avon, CT

July 2002 to November 2004 (Contract position)

GE Insurance Services, (ERC/LTC), and its predecessor AUL Long Term Care Solutions, provided third party administration (TPA) services, and reinsurance facilities, for Long Term Care insurance products to approximately 50 carriers nationwide.The TPA services included Policy Underwriting and Issuance, new LTC Product development and registration, Policy Billing and Account administration, and Claims Processing services.

Assignments:

February � November 2004: Organizational Devolution In January 2004, GE Insurance Services decided to shut down the TPA services unit, and to transfer its client carrier�s account to various successors. Coding for these utilities was produced in C# using ADO.NET.

October 2002 � January 2004: System Consolidation Project The TPA�s services were supported by three discrete systems, An MS Access based a system for Policy Underwriting and Issuance (which I was responsible for), a Clarion based Benefits and Claims Administration system, and a SAS based policy administration system.These systems were coordinated through an array of dynamic and batch interfaces.Shortly after acquiring the TPA, GE identified the need for a holistic system as an IT priority.I provided support for this initiative by:

        Porting the MS Access 2.0 database (16 bit) to MS Access 97 (32 bit) to improve operating functionality and prepare the data for consolidation into the final data store.

        Assist IT team in developing specs and requirements for identifying and evaluating programs from third-party vendors that could be implemented or modified to provide an integrated solution (Preferred approach: five options were considered, but none satisfied our technical and user requirements.)

        Assist IT team in developing specs and requirements for an �Internal Build� of a consolidated system.This alternative was conceived as phased porting of the discrete systems, Claims/Benefits, Underwriting and Issuance, and finally Policy Administration, into a C# - SQL Server 2000 based structure.This process had proceeded to the point that a consulting data architect had completed a preliminary model for the database, and IT management was recruiting staff to comprise the build team.

        Created a SQL Server 7.0 version of the MS Access 97 database as an interim �back end� structure to support the phased consolidation.

July 2002 � November 2004: Operations Support With the termination of the integrated solution, my assignment to maintain and extend the MS Access database application was continued indefinitely.Over the course of the next several months I extended the system by:

The web site was created and administered by GE Insurance Services� web server facility in Kansas City; the data extraction utility was located in Avon, and provided daily feeds to the web server facility.In addition to reporting the TPA�s own activity, the data extraction utility was extended to integrated data from provided by a third party vendor.��

Assignments:

March 2002 to May 2002Web Development In addition to the maintenance responsibility described below, I also assisted in the development, �bug swatting,� and testing of ASP and DHTML pages for the Intranet based Rating, Underwriting, Claims Management and Administration system that was to replace three discrete systems.Five weeks after I joined AUL, the company was acquired by GE Insurance Services, (ERC/LTC), and this project was terminated.

March 2002 � June 2002: Operations Support I joined AUL as a short term, temporary assignment to maintain a critical MS Access 2.0 database application for Underwriting and Issuing Long Term Care policies as a Third Party Administrator. ��The system was to be replaced by an integrated Rating, Underwriting, Claims Management and Administration system that was to be released to production w/in six months.

The database was approximately 8 years old, and comprised approximately 100 tables, 75-80 GUI forms, 200+ internal documents (reports).It interfaced dynamically with a Clarion based Benefits selection utility that was part of the Claims system, and by batch exports to a SAS based policy administration system.(I received a one-half day introduction to the system by the previous custodian, prior to taking over.)

SOFTWARE DEVELOPER Open Solutions, Inc, Glastonbury, CT

March 1997 to January 2002

Assignments:

October 2001 to January 2002: Intranet Developer Maintain and extend reporting utilities for internal CRM system to support corporate operations.

At the point I joined the project, the CRM database was being ported from Oracle 7.3 to SQL Server 7.The intranet site had been developed in Allair (Macromedia) ColdFusion 5.

October 2000 to October 2001: Web Developer, Internet Banking project Part of a team responsible for maintaining and extending an Internet Banking solution. The underlying program had been developed by an acquired company, and required substantial modification to allow it to scale sufficiently for OSI�s client needs. The Internet Banking product was hosted at OSI�s ASP facility for all client banks.

February 2000 to October 2000: Web Developer, eCommerce Portal project Selected for a 10 person �New Initiatives� team charged with the development of an eCommerce site, that would allow OSI�s client banks to provide access to national and local merchants through their own branded portal.

The innovative portal �hosted� subscribing merchant web-sites, and provided a consolidated shopping cart to allow purchases from multiple merchants in a single session.When the session was complete, the user was given the opportunity to do a consolidated checkout with all merchants, to manage the contents of the consolidated shopping cart, or to save their various selections for a future session.

August 1998 to January 2000: Professional Services Developer Created reporting tools, techniques and solutions for client banks in a Windows NT Client Server environment against an Oracle database.

March 1997 to August 1998: User Reporting Services Programmer I joined OSI as a Banker and �Power User�, charged with finding ways toempower users to exploit the power ofOSI�s Oracle based core banking system, by creating �ad hoc� custom reports using �off the shelf� desktop tools.We ultimately settled on MS Access as the primary desktop tool we supported.While the company and I knew that this interaction was possible, no one had succeeded in implementing the technique in a �user friendly� way.
